BINGHAMTON, N.Y. - A gunman entered an immigration services center in downtown Binghamton on Friday, shot several people and took dozens of hostages, according to media reports.

NBC's Pete Williams cited city and state officials as saying that as many 13 people might have been killed. But Williams cautioned that the information was very preliminary and may change as the hours go by because police were still searching the building.

At least 41 people were in the American Civic Association building at the time of the shooting, The Binghamton Press & Sun Bulletin reported.

Four people were removed from the building on stretchers and taken to hospitals, and 10 more ambulances were called, the newspaper reported. The condition of those shot was not immediately clear.

A man went into the group's building and started shooting, according to police scanner traffic reported by WBNG-TV.

The gunman had a high-powered rifle, Mayor Matthew Ryan told the newspaper.

Some later left building
When the shooting started, people escaped to the basement in search of safety. More than a dozen people were hiding in a closet for more than an hour.

Some people were later escorted out of the building, WBGH reporter Sophia Ojeda said.

The American Civic Association's Web site says it helps immigrants and refugees with counseling, resettlement, citizenship, family reunification, interpreters and translators.

The suspect was described as a man in his 20s between 5 feet, 8 inches, and 6 feet tall, wearing a bright green nylon jacket and dark-rimmed glasses.

Rich Griffith, who works across the street from the hostage scene, said he saw three people carried out of the building on stretchers alive.

Linda Miller, a spokeswoman at Our Lady of Lourdes Hospital in Binghamton, confirmed that a student from Binghamton University was being treated at the emergency room. Miller said she didn't know the nature of the injuries.

"We're on full alert anticipating we're going to get additional casualties," Miller said.

Binghamton, with a population around 45,000, is about 150 miles northwest of New York City

I'm surprised they called it a high powered rifle...normally they go straight for "assault rifle," even if it's a bolt action deer rifle.

I was really hoping all of this economic "doom" would keep Obama preoccupied and leave guns alone long enough for me to stock up some more, but then again with all of the tension the news says there is, I spose this is only the start...if only I had started stocking up years ago.

The good news, at least it's not a school this time...something a little more legit for lack of better words.

The only gun control needed in this situation is an armed citizen using both hands to put a well placed shot in the ciminals head that did this to innocent people. One person in the crowd that is prepared to fight back against crime could end this thing just as fast as it started.

I have seen the reports. All I see is a bunch of police standing OUTSIDE without doing anything to help the people INSIDE. The criminal has complete control of the situation and the GOVERNMENT is not capable of protecting the citizens. The police have admited this by saying "we do not have control of the situation" according the report I was reading, I hope this has changed since then.


Any other form of gun control is not capable of ending situations like this.

It is 30 mins from my house. Someone just rushed out of my girlfriends work because her brother is in there.

12-13 dead as of now. One of them is dead, another under arrest, one ran outside and under a bridge. I don't know if the cuffed one is a bad guy.

You guys talking about gun control.. I got my pistol permit like 10 mins from that building. It took me 6 months, 130 dollars, and a whole hell of alot of work and running around. Damn near impossible to get your pistol permit in NY none the less Tioga County. And even if you do get one, they will not issue any concealed.

Maybe I will get lucky and the one running will head my way by the time I get home. I just got a Remington 1100 I need to try out.

Seems like shootings are getting more and more common now. Just the other day there was an article in the aper about a rioting highschool right near me. The school made a dress code that didn't allow and pants with large holes ripped in them. The kids started to riot and the teachers had to call 911 because it was so bad. All this over a dress code, WTF?

Matt, when I turn 18 I plan to get ny CCW(carry concealed weapons permit) mostly for bowhunting. As of right now it costs $30, a handgun course, a background check and then it's yours. This time next year I probably wont be able to get it however.

well if your talking New York State you must be 21 to apply, it used to be 18 with a cosigner now its 21, also it is illegal even with a pistol permit to carry while bowhunting in new york state. the only reason i am saying this is becouse you said ny CCW so i may have the wrong abreviation but if your talking bout New York what i stated is true.

i personally hate when things like this happen, i feel bad for people and families involved however everytime something like this antigun people are more than ready to take guns away. cant people jsut use a butter knife or something!

It is legal to carry in Maine while bowhunting even without a CCW.

I was on this scene - I was a paramedic on duty at the time of the incident. Was in the Trauma Center when the first 3 victims were brought in and then was sent to the scene. I have never been on another call like it. It was amazing to be on scene watching CNN stream coverage on our blackberries.

This was a tragic day for an agency who works tirelessly to help many good people. Many of the things originally reported were not completely accurate. As of now - 14 dead, 4 injured. Probable shooter dead. The one receptionist survived to the hospital, gave a description, and played dead till he moved on then called 911.

I have to say that I am proud to be a part of the emergency response system in my community - the way everyone came together was amazing. Please pray not only for the victims and the families, but also for the police, fire and EMS folks who responded. Especially those who were inside will need our thoughts.

I'd be intersted to see if the increase in shootings is taking place in areas where gun ownership is restricted.

At this time there is no motive that is known. We do know that the shooter had received services from this center in the past and was recently laid off from his job as a temp at IBM. Just found out he worked in the area managed by the father of a friend. Yikes. I am so disturbed by the way he parked his car to block the emergency exit so people could not escape and my ambulance was parked in view of that for the duration of the incident. Chilling.

— Feb. 14, 2008: Former student Steven Kazmierczak, 27, opened fire in a lecture hall at Northern Illinois University in DeKalb, fatally shooting five students and wounding 18 others before committing suicide.

Now I have to take the time to research each case location and the local gun laws.

The shooter in this case had a permit and both guns used in the killings were registered to him. He had the permits for many years.

People who knew him are now coming forward saying that they are not surprised that he did this.

It is reported that he was made fun of for his poor English speaking. He was wearing a bullet proof vest - they are not clear why he did that.

The first victim identified was a 72 year old grandmother who was substitute teaching the English class that day that was being held in the first classroom next to the lobby. She was covering for someone who was on vacation.

EMTP579 - I'm sorry you had to be around the scene. Thanks for doing the job you do. I know lots of people involved with EMT, Fire and Police work. They see a lot of gruesome things that a lot of people never hear about but they keep up the good work because they know they help our communities. Guys like you were top notch on the scene when my Father-In-Law had a fatal accident involving heavy machinery four years ago. Thanks.

My comment about the police not doing anything was not meant to be critical of them. I know they wanted to help and would have. They have trained for this and were doing the best they could with what they had at the time. I was just emphasizing that if there had been one person on the "inside" things might have been different. Someone the criminal wasn't expecting.

Just so people don't read me wrong. I'm not a "gung ho" gun owner looking to be a vigilante. I am a Christian and the Lord knows I'd never want to shoot anyone. But if I ever had to use my personal firearm in defense of a person that is in a "JAM" (Jeopardy, Attitude, Means) I would.

I do feel sorry for everyone involved, including the shooter. This guy had to have had a serious problem in his mind to do what he did, some pain he couldn't handle.

This is an issue for God now, I'm praying for all involved.

An amazing interfaith memorial service was held tonight with representatives of all religions and cultures in the area and translated into Chinese and Spanish for the grieving families. Focused on our similarities and how we can help each other through this . . . a very moving night.
