Saturday I was running my colt on the stand, and when I shut it off, I noticed that one of the cleats is not hooked to the rubber anymore, Are there special bolts for this purpose or can I just go to the local hradware store and match some up?

They are a specific type of bolt. Dennis Kirk sells them.

what happened to the old bolts? Did they rust/break off or did the track dryrot and the bolt head pulled through?

Those seem expensive
You could just go to your hardware store and buy some elevator bolts they are the same thing.
I would just use regular button headed bolts that have a screwdriver slot on them ( im not sure waht they are called) with a big fender washer. Thats all I use on my TX 250 and they seem to work fine its not like your going to be doing 120mph haha

Its $32.99 for a pack of 100. Say $40 even after tax and shipping. Thats only .40 cents a piece for a nut and bolt. They are also the right way to do it and its really not that expensive at all. However, if the bolt pulled through the track then the fender washer like you mentioned might be a good idea.

Some of the bolts broke clean off, the track is still supple, and not cracked. I may just get some nutss, washers, and bolts, because, I am not doing a concours resto just a freshen up.
Thanks
