when you run the motor let it heat up to operating temps. Don't run it for a few then shut it off, then start it back up. On any rebuild I like to run it a hand full of times to operating temps, let it run (but do not let it overheat), shut it down letting it cool down. After I do that I'll start giving it some gas. I don't give the engine any gas until the motor at least hits a 100+ deg. There is some run and break in time needed. That does seem low, but I have never compression checked anything after 30min of running.

When you are checking the compression, you are holding it WOT when you are pulling?

Perhaps a gasket isn't on right. Hope it's just part of the break in process
