This comes up often. I have explained it many times but to simplify it I will attach pictures from a shop manual.

If your chokes are not adjusted correctly you will have problems. Alot of the time it happens at idle. The cylinder will not fire.

Here is how to fix it

Nice, we actually had to do this on my Powder Extreme. Had horrible throttle response, almost always fouled a plug at start up. If i would have been thinking i could of taking actual pictures, but the actual shop manual is probably more clear.
