When you pull the carbs off, are the bowls full of fuel? Are you sure the pilot jets and associated passages in the carb are clean? If it's pumping fuel, there has to be a problem in the carbs.

Is it a strong flow when you removed the fuel lines, or more of a dribble?

If the bowls are empty, the needle and seat is stuck, or the floats are stuck or not adjusted properly.

Did you remove the floats completely when you did the carbs? Are they upside down? If the fuel flows into the carb without the bowls attached, then the float is holding the needle valve closed when the bowls are installed.
