xlt 600 running flat at WOT

Hi guys. I have a real problem and can't seem to figure it out. I bought a 95 xlt 600 special for my son. We took it out 2 weeks ago and it would only top out at 50 mph. It is a real clean sled and looked like it was very well cared for, so I though I didn't need to do the winter maintenance before riding it. It turns out the gas was really old. the fuel filter doesn't look like it has been changed in years. The carbs were way out of sync. and all the air/fuel screws were adjusted differently. I drained the tank and cleaned it out, clean all the carbs set them up as per the manual. It starts up great, idles great and goes good on accelleration. It still top out at 50 mph. When I'm at half throttle and just push it to wot it is flat and won't go any faster. But if I ease into the the throttle from half it will climb up to about 85 mph. The needles are set at the 3rd groove, that's where my xlt 600 is at and it runs great. Do you think I need to move them up one groove? It has 210 mains and thats what the manual says it should have. I'm in Michigan and I guess I'm at 0 - 3000 elevation. I hoping to straighten this out before this weekend ( going to da UP )
