99 xcr 800

please help I have a 99 xcr 800 starts great runs great until I floor it when the rpm hits between 7000 7500 RPM it bogs it wont go over 7500 rpm or past 65 mph I thought it was because it was getting hot but dose it wen it is cold to. I cleaned the exhaust valves changed plugs and checked clutches no help every once and a wile it will run fine. Please advise
