1991 rxl frankenstien won't get up and go

I picked up a 1991 polaris indy rxl 650 bored out to a 700 with carbs off of a '90s ultra, I think. I put in new gas, plugs, took carbs apart and cleaned them to the best of my ability. It is doing better since I cleaned the carbs but has nothing, wont get up and go, holds @ 5000 rpm and sounds bogged. Stock exhaust sounds kind of loud, it is a little loose. Could this be it? Belt looks good, don't know how to check tension. Mechanicaly enclined but sled ins and outs are very basic. Help!!!
