I have an 88 Fan cooled Cougar I bought out of someones yard last fall and have almost got it fixed completely. The machine will idle well carbs are clean and tuned but I have noticed a noise that almost sounds like a whistle coming from one of the clutches I think. This was happening when I put it away last year (the last time I rode it) usually when I put on the brakes. I would hear it(the high-pitched whistle like noise) then the motor would slowly shut down. I am reasonably sure that it needs one of the clutches, (primary or secondary) because the machine just won't go on the top end. These parts are rather pricy and I don't want to replace both. If someone might know which it may be put up a post.

You do have clutch problems, but I don't think it's causing the whisteling, that could possibly be the PTO bearing, or it could be something to do with the fan, and just rebuild the clutch's you don't need to replace them.
