If I take the belt off and run the motor to WOT to set my PC3 throttle % will it over rev? Or will I stay within the limits - thanks in advance

Definately not a good idea, not only will the motor over-rev, it will slam the clutch plates together and damage the clutch. Just block up the back of the sled solidly so the track can spin freely, and then just spray some water from a garden hose onto the track while its running so it cools the track and the motor. Might be a good idea to have a friend help.

Yeah that's what I thought - i just want my pc3 throttle % to be bang on

^^^^ you dont have to shoot water at it if your only doing it for a short period od time.

Better yet, have your dumbass neighbor come over and help you. Tell him he needs to watch the back of the sled to make sure it does not come off the stand. THEN spray the track.
