it seems like my 1999 600 xcsp bogs when i hit the gas so i put band new plugs that did nothing i have no other clue what it would be if any one could help/ideas or knows what it could be plz help

Check the float pins in your carbs. This is a common problem, they are likely sloppy in the housing. I've read getting pins from a 2000 model will solve this, but i don't know, you may need to get creative.
Are your carb vent lines connected?
Clean your carbs if you havn't done so already (after checking those float pins).

Hows your belt adjustment, your air fuel mixture screws also, what temps are you riding in, what color were your plugs when you pulled them out?

2 area's to look at:

Clutches-either a flat spot in one of the bushings on the primary, or spring pins do not line up on the secondary.

Carbs-need to be cleaned up
