Previous owner placed some black paint on the primary (I didn't notice until today). Is the belt shifting out properly? Fully?
About 1/4" from the top.
If it is not, what is my course of action.

Looks like its getting up there about right. You dont need it to hit every last bit of the clutch. usually guys use sharpe markers to do that though. so it wears off and can me remarked after a tune has been made. On the 900 fusions the clutches were shifting out too high and blowing belts so they just raised the gear ratio the next year to "fix the problem."
I wouldnt worry about your clutching unless something is acting wrong.
