whats it on, but it not hard, if you put new rope in you can connect the rope then you have to preload the spring its hard to explain but you pull the rope out between the housing and the pully so then you can twist the pull and get the spring tight may 3 or 4 turn just don't over do it you only want it to get the rope all the way back not much more
One thought though is make sure you get the correct rope. Any old 1/4" rope won't do because you want it double braided, stretch resistant and oil/chemical resistant. Most hardware stores have the correct rope though.
