Newbie needs help with diagnostic

I bought an '86 ski-doo citation. The light bulbs burnt twice already. At iddle voltage is about 0.75 volts at leads. Once lifted up and revved up at high rpm, bulbs are burnt right away. Is it the voltage regulator for almost certain???
Can you test it??? Would like to know before buying a fairly expensive non-retuneble part.

P.S.:it has been snowing in Belleville Ontario for about 4 days straight on and off. About 12-18 inches altogether.

yep, voltage regulator...

BUT, keep in mind that your electricity your sled makes is AC, not DC, so it will not read the correct voltage, if any, if you use a normal voltimeter...
