Polaris Belt Deflection or Secondary Shims?

i have a 94 xlt chassis and i put in a 88 indy 650 motor. i was having speed issues where i couldnt go faster than 65-70mph. so i put a new belt on and it squeals really bad. its the right belt but it seems to sit really high in the secondary. it seems really tight and wants to die and rolls forward when i pull it over to start it very little though. when i did the swap i removed the secondary and when i put it back on the shaft i put many of the shims back on. this secondary has the adjustment on the side.

my question is, how many thin shims should i have behind my secondary? and with a new belt where should i set my secondary between 1-5?

i did a lot of searching but im still not sure on my first question.
