My throttle cable on my 1998 indy trail is constantly sticking its goten to the point where the bottem end of the cable has fallen out of the oil pump spring lever and i cant get it back on. ive thawed it with a heat lamp and a blow-dryer and it just freezes back up what do i do

Replace it. You could take it off and take it inside to dry out. Then oil it and put it back on.

Ill trya that. but what tipe of tool would i use to get to the part where the cable connects to the oil pummp its reely hard to get to being under 2 carbs and between the motor and frame

Not sure to be honest. My sleds are all wedges. All I have to do is remove the airbox and my oil pump is right there. Yours shouldn't be much different?
