The throttle lever should have about 1/16" travel before the slides in the carbs start moving.

Too much, and you'll have stalling issues because of the safety switches. Too little, and the carbs could be open before the throttle lever is even moved.

Just in case anyone else has this problem check your carbs, when putting the slide back in and screwing them on if you aren't watching the needle it can come unhooked and get stuck up in the slide and spring causing the slide to get stuck as wide open as you pull the throttle, and if your needle isn't in combined with a stuck open slide its gonna get all the fuel and air it wants and rev out uncontrollably
