The second one would probably make the Wi. D.N.R. happiest.
91530 Wisconsin require's you're tab's to be somewhere on each side of the cowl.
Some folk's put them on they're windshield's, but then if you break or have to replace you're windshield you end up paying for replacement tab's
Both of my Cat's have them on the lowest rear point of the actual hood.
I say the second one, for us in IN. we have to have them on the forward part of the sled visible from both sides and above the footrest area. each state is different so I say as long as you are compliant with your states DNR laws, put it where you want it.
